A city cannot do the incentives to attract industry. It cannot create the job incubators. It cannot create industrial parks to attract business.

That takes a development authority that is proactive and properly funded.

Homes are totally dependent on what money they bring from elsewhere. Property tax must cover infrastructure and service costs associated with the house and family, which most homes do not unless the tax rate is excessively high.
