3Beloved,when I gave all diligence to write unto you of the common salvation,it was needful for me to write unto you,and exhort[you] that ye should earnestly contend for the faith which was once delivered unto the saints.4 For there are certain men crept in unawares,who were before of old ordained to this condemnation,ungodly men,turning the grace of our God into lasciviousness,and denying the only Lord God,and our Lord Jesus Christ.

In this verse 4 could people who use the "dont judge" be being spoken of here?
as the "do not judge" is a license to sin.

Once again th NIV is much clearer.

4 For certain individuals whose condemnation was written aboutb]">[b] long ago have secretly slipped in among you. They are ungodly people, who pervert the grace of our God into a license for immorality and deny Jesus Christ our only Sovereign and Lord.

Yes, it can include the "do not judge" people. But it goes much further that that. All they way to cult teachings denying the very deity of Christ.

17 But, dear friends, remember what the apostles of our Lord Jesus Christ foretold. 18 They said to you, “In the last times there will be scoffers who will follow their own ungodly desires.” 19 These are the people who divide you, who follow mere natural instincts and do not have the Spirit.

Again, false teachers, denominationalism, cults, etc.
